GPL release of the original SimCity engine (year from contributor knowledge). micropolis-java engine: crimeScan sets cell crime = 128 - land value + population density (cap 300) minus a smoothed police map, clamped 0-250, high-crime message above an average of 100; doDisasters fires with chance 1/481, 1/241, or 1/61 per cycle by level, then picks fire, flood, tornado, earthquake, nothing, or a monster if average pollution exceeds 60.
